There is no fear in love. But perfect love drives out fear, because fear has to do with punishment. The one who fears is not made perfect in love.”

John is explaining that fear comes from expecting punishment. He’s showing that God’s perfect love removes that fear because God is not punishing His children. That’s how love makes your heart rest.
